When Does a Quantum Transition Become a Record? Instruments, export, and cadence in finite quantum dynamics

Abstract
Quantum measurement theory distinguishes outcome probabilities from state transformations, while open-system theory distinguishes a reduced channel from its environmental realisation. In finite models, however, a transition table is still easily read as a record, and a record as evidence that the same measurement occurred after every elementary step. This report formalises a six-layer separation between transition support, effects, instruments, environmental export, invocation cadence, and autonomous dissipative dynamics. Exact calibration of a finite record observable fixes its effects to the spectral projectors, but does not fix the post-measurement instrument. A continuous family of positive-semidefinite environmental Gram matrices then realises the same basis transitions and populations with no, partial, or projective record export. Endpoint observables do not determine cadence, and a separately lawful Lindblad term has an independent rate. These distinctions are exhibited in an eight-register example from the author's finite-QEC substrate research programme. Its truthful transfer observable has nine sectors, whereas its physical exit code has seven live addresses. One positive invocation supplies 104 exit transitions; the complementary sector supplies 120; and their polarity-complete union supplies 224. Three finite tests separate record export, the complementary dissipator, and polarity-resolved unravellings. The result is not a new interpretation of quantum mechanics. It is a criterion for what additional microscopic information is needed before a finite transition grammar can be promoted to a record-producing physical law.
